As of July 2018, 4,499 people in Texas prisons identified as lesbian, gay, bisexual, transgender, or intersex. Histories of trauma, stigmatization, rejection, and abuse can cause LGBTQ youth and adults to experience mental health conditions and substance use at higher rates than non-LGBTQ people. LGBTQ people are more likely to experience homelessness, unemployment, and poverty—all factors that are common in justice system involvement. This report explores the many forces that drive LGBTQ youth and adults toward Texas’ justice systems and recommends that the state implement more appropriate, individualized interventions to keep vulnerable LGBTQ people out of the justice system.
