The purpose of this model policy is to address operational practices that promote the safety, dignity, and well-being of transgender, gender non-conforming, and intersex (TGNCI) youth in confinement facilities. The model policy focuses on nondiscrimination, confidentiality, communication, gender-affirming medical care, and protection from retaliation throughout the intake, housing, and reintegration process to provide TGNCI youth with a safe environment while in confinement.
